Mr. Ahmed Abdel Wahab
| Mr. Ahmed Abdel Wahab El Marady is senior Communication, Navigation and surveillance (CNS) safety oversight inspector - Air Navigation Engineer at the Egyptian Civil Aviation Authority since 2012, with over 12 years of accumulative experience in telecommunication engineering. Mr. El Marady received the Bachelor of Science degree in communication and electronics engineering, in 2007 and the Master of Science degree in communication and electronics from Cairo University, Egypt in 2015. Currently, he is PhD student, the subject of dissertation is "Assessment and Mitigation of Cyber Security Threats in Next Generation Air Navigation Systems: Air Traffic Surveillance as a case study". The objective of his research is to establish comprehensive framework for the assessment of the cyber security threats in the various air navigation systems and to develop relative mitigations techniques. In his researches, he has proposed novel contributions such as utilizing artificial intelligence and machine learning techniques. Mr. El Marady published many research papers in international conferences and journals. Example of such researches is research titled "Enhancing Accuracy and Security of ADS-B Via MLAT Assisted-Flight Information System," published in IEEE International Conference on Computer Engineering and Systems (ICCES 2017), (Cairo, Egypt), Dec. 2017. Since February 2018, Mr. El Marady is member of the first ICAO MID regional office action group/ Working group established to initiate the first Air Navigation cyber security plan in the Middle East region. Since July 2018, he is member of ICAO Study Cyber security Working Group on Current and Future Air Navigation Systems as subject matter expert, Montreal, Canada. Mr. Andreas Meyer
| Mr. Andreas holds an Air Transport Pilot Licence and aviation qualifications as instructor pilot and CRM trainer. He has a degree in Natural Sciences, holds a Master of Science in Risk, Crisis and Disaster Management from the University of Leicester, has a certificate in Cybersecurity from Harvard and is a researcher on social and cultural aspects of Risk, Crisis and Disaster Management. Mrs. Cornelia Ludorf
| Mrs. Cornelia Ludorf joined ICAO in 2007 and first served at ICAO Headquarters in Montreal in the Implementation Support and Development Section of the Aviation Security (AVSEC) Branch. She was responsible for the global network of Aviation Security Training Centers (ASTCs), an AVSEC instructor and served in assistance missions. In February 2012 Mrs Ludorf took the position as Regional Officer Aviation Security and Facilitation in the ICAO European and North Atlantic (EUR/NAT) office in Paris supporting the 56 accredited States in the implementation of Annex 17 and Annex 9 requirements. This includes the organization and conduct of Regional meetings related to Aviation Security (Annex 17) as well as to Facilitation (Annex 9) topics, support of the ICAO AVSEC audit programme, training and assistance of States and the liaison with European organizations and the Industry such as the European Commission, Eurocontrol , EASA ,the European Civil Aviation Conference, IATA, ACI etc … Before joining ICAO Mrs Ludorf was the head of the AVSEC implementation section in the Swiss Federal Office for Civil Aviation (2002 – 2007). Between 1988 and 2001 she was working for Swissair, inter alia as Manager Facilitation for the airline. Mrs Ludorf has a Master's Degree in History from the University of Zurich/Switzerland. |

Mr. Greg Kurten | Mr. Greg Kurten is the Director of Communication, Navigation and Surveillance at the GCAA's Area Control Center in Abu Dhabi. After completing his studies in Electrical Engineering in 1999 he joined South Africa's primary telecommunications provider, Telkom SA in the Core Network Operations division. He specialized in the switching and transmission environment for almost 9 years before accepting a Systems Engineer position at Serco in Abu Dhabi in September 2008. During his first year at the newly built GCAA Area Control Center, he primarily focused on the network design and configurations of the IPVPN network that was to be used for data communications between all the respective GCAA sites and the airports within the UAE. In 2010 he was promoted to Head of Engineering, a position he held till 2015 when he was promoted to Director of CNS. He is married with 2 kids and in his spare time enjoys fishing and various sports such as cricket and rugby. |

| Mr.Hossam El Shaffei has over 30 years work experience in multinational organizations such as the United Nations (UN), USAID and in assisting other organizations regional and international. Mr. Mohamed Smaoui
| Mohamed Smaoui is the Deputy Regional Director of the ICAO Middle East Office. He joined ICAO in 2001. He is a Principal Engineer with a Master Degree in Air Navigation Operations from ENAC Toulouse-France.
He is Tunisian and began his civil aviation career with the ANS Service Provider and Aerodrome Operator of Tunisia (OACA) in 1992, where he had been involved in CNS/ATM operations and aerodrome planning and infrastructure projects.

Ms. Nada Khater
| Eng. Nada Khater is the division head of e-government strategies at the Ministry of digital economy & entrepreneurship of Jordan. Previously, chief operating officer at information & technology experts (ITX) private company in Jordan. She has a bachelor's degree in computer engineering from Balqa Applied University – Faculty of Engineering Technology Jordan in 2006 .
She is also Aided in the developing Jordan’s Government General Policy for information technology, telecommunications, digital transformation & Postal Sectors in 2018. Essential component in supporting four key sectors to enhance digitization, promote innovation, increase productivity and revive economic growth.
In addition, eng. Nada participated in the developing and issuance of National CyberSecurity Strategy 2018-2023, CyberSecurity policies framework 2019, and recently Jordan’s CyberSecurity Law in 2019. Mr. Nick Lawrence-Taylor
| Mr. Nick Lawrence-Taylor is currently an Aviation Security Specialist with the Qatar Civil Aviation Authority (QCAA) based in Doha, Qatar. Originally from Australia, he is an industry professional with over 10 years aviation security experience focussing on regulatory oversight and compliance. He commenced his aviation security career with the Department of Home Affairs in Sydney as an AVSEC Investigator and later, a Compliance Analyst. During his career in Australia, he investigated alleged breaches of Australian aviation security regulations, worked on complex or systemic matters of non-compliance, represented the Australian Government on Last Port of Call (LPOC) aviation security assessments at foreign airports and was an appointed subject matter expert for the national transport security coordination centre. In 2013, Mr. Lawrence-Taylor relocated to Qatar and commenced a new career with the QCAA. In his capacity as an Aviation Security Specialist, Mr. Lawrence-Taylor works on a diverse range of matters including the maintenance and development of national policy, practical implementation of relevant international standards and guidance, intergovernmental capacity building, assessment activities across the global Qatar Airways network and most recently - assisting with the development of Qatar’s aviation cyber security strategy. |

Mr. Patrick Mana | Mr. Patrick Mana is the EUROCONTROL (the European Organisation for the Safety of Air Navigation) Cyber Security Cell Manager and EATM-CERT Manager (European Air Traffic Management Computer Emergency Response Team). He has spent his entire career working in air traffic management (ATM). He started 30 years ago working on aviation software development and project/product management. In 1999, he joined EUROCONTROL, where he led the safety assessment activities, supported ATM stakeholders implementing such practices. He chaired and contributed to international working groups to develop safety related standards (e.g. EUROAE ED12C, ED109, ED120, ED125, ED153).

| Mr. Pete Cooper is giving independent cyber strategy advice to multi-sector businesses and bodies such as IATA and international organizations. Pete was a Royal Air Force fast jet pilot and the Strategic Cyber Operations adviser to the UK Ministry of Defence (MOD) and Govt where he developed and delivered strategies to counter complex cyber threat actors. Pete holds a Post Grad in Cyberspace Operations and has published on the topic of developing legal active cyber defence strategies to disrupt advanced cyber threat actors. He is also a Fellow of the Royal Aeronautical Society, Atlantic Council Cyber Statecraft Senior Fellow and the founder and Director of the UK's only student cyber strategy challenge, designed to develop and highlight the next generation of cyber security leadership. Mr. Raymond CAO | Mr. Raymond is a seconded officer from Hong Kong Police Force currently working at the Cybercrime Directorate of INTERPOL as a Digital Crime Officer. He is mainly responsible for coordinating INTERPOL's member countries to investigate transnational cybercrime and organizing regional working group meetings to foster closer partnership amongst cybercrime units worldwide. Raymond has over 10 years of diverse and practical experience in law enforcement related to cybercrime. Prior to his secondment to INTERPOL, he had been posted to different sections of the cybercrime unit in Hong Kong Police Force overseeing cybercrime investigation, digital forensics, cyber security and cyber intelligence gathering. Raymond was promoted to the rank of Chief Inspector of Police in Hong Kong Police Force and obtained his Master Degree in Information Engineering in 2016. |

Roland is a new technology enthusiast with a current mission to bring trust to the Internet of Things. A security expert having recognized achievements working for companies such as Trusted Labs, Gemalto, Oracle and Red Alert Labs with backgrounds in both research and industry. He has achieved a series of world-first publications, evaluations of new products and services. Roland holds a master’s degree in computer sciences and Critical Systems Engineering from Bordeaux 1 University. He is an Executive MBA candidate at EDHEC business school Paris & Lille, France. |
Ms. Rouda AlAmir Ali
| Ms. Rouda AlAmir Ali is a programme Officer at the ITU Arab Regional Office, which focuses on promoting the equitable and sustainable development of ICT networks and services for the Arab countries. She is the focal point of the ITU cybersecurity initiative and all its related activities in the region including the ITU Child Online Protection (COP) Initiative and women’s empowerment. She is also carrying out studies and projects in the area of ICT Development in the region.
Rouda has 20 years of experience in Communications and Information Technology. Throughout her career, she held several positions, either technical or managerial in the Syrian Telecommunications Establishment and she had participated in the development of the Syrian backbone from the first early days with successful record of accomplishment and achievements. The past 9 years are spent in working with the International Organizations, mainly United Nations.
Prior to joining ITU, she worked for the UN-ESCWA as an ICT Officer and drafted the publication on Internet Governance: Challenges & Opportunities in the Arab region. She possesses a Bachelor in Electronical engineering from Damascus University.

Mr. Raymond Luk | With over 20 years experience in regional and international telecommunications, Raymond has much in-depth insight into the industry. He started his career as an IT analyst and later became a satellite engineer. In 2005, Raymond joined a subsidiary of PCCW and was responsible for North Asia Sales and Marketing activities. Since the formation of PCCW Global, he became part of the Product and Vender Management team and was responsible for carrier relations in Mainland China and Asia Pacific regions. Since 2008, he focused on business development and planning activities in the Middle East and Africa regions. He is currently the Vice President, Strategic Account Management who is responsible for managing voice and data businesses with strategic carrier customers in various African countries, voice business with incumbent operators in China, as well as telecommunications needs from all PCCW and HKT Group companies. Raymond graduated from the Polytechnic University of Hong Kong and holds a BEng (first class honours) in Electronic Engineering. He also holds a Master's degree in Electronic Engineering from the Chinese University of Hong Kong. |
Dr. Rebekah Tanti-Dougall | Dr. Rebekah Tanti-Dougall is a Senior Associate at ‘Advocates, Tanti-Dougall & Associates’ Law Firm based in Malta. As part of her Legal Doctorate Degree with the University of Malta, she submitted a dissertation on Cyber Terrorism in International Civil Aviation, proposing the text for an International Convention on Cyber Terrorism. She is author of various articles on the cyber threat, including with Benedict’s Maritime Bulletin, Aviation Security International and LexisNexis. She has also participated as a speaker, panelist, moderator as well as Master of Ceremonies at various international conferences. She lectures Aviation Law and is a member of the Editorial Advisory Board of Aviation Security International. Dr. Tanti-Dougall is also legal advisor to the Bureau of Air Accidents Investigation in Malta as well as legal advisor on the legal aspects of the cyber threat in aviation to the Ministry of Home Affairs and National Security (MHAS). Dr. Tanti-Dougall represents Malta on the ICAO Secretariat Study Group on Cyber sub-group on legal matters.

Ms. Samiha Al Busaidi
| Samiha Al Busaidi is Oman Air’s Manager Security Network & Compliance. She has been in the aviation industry for over 16 years out of which 9 with the Security Department. An MBA holder with double degrees Major in Economics and minor in Accounting & Finance and an ICAO-AVSEC PM. In her years of experience with Oman Air, she is responsible for the entire network (Asia, Africa & Europe) security operations looking after the compliance to the various CAA’s requirements, Security Quality Control, Training & Investigations. She is an AVSEC Auditor, Trainer and Investigator.

Mr. Saulo da Silva
| Saulo da Silva began his career in the Brazilian Air Force as an Air Traffic Controller in an Area Control Centre in 1985. After finishing his Electrical Engineering course and his Master degree in Air Transport Engineering and a post-graduation in Air Traffic Management he moved to the Brazilian Air Navigation Service Provider where he became a procedure designer and an airspace manager. In his career he participated and provided service as Chairperson of several ICAO regional meetings in the Caribbean and South American Regions as well as represented Brazil in different ICAO Panel of experts.
Saulo joined ICAO in 2007 as an Air Traffic Management Technical Officer and served as Secretary of the Air Traffic Management Requirements and Performance Panel, and the Separation and Airspace Safety Panel, where he led the efforts to develop new concepts and Standards and Recommended Practices related to Information Management, Flight and Flow Information in a collaborative environment and reduced separation minima. Currently Saulo is the Chief of the Global Interoperable Systems Section in the ICAO Air Navigation Bureau and responsible for the development of the Global Air Navigation Plan, the development of system-wide information management (SWIM) and also responsible for the development of a trust framework to help the aviation system to face cyber threats and keep resilience considering the interconnected aviation ecosystem. Saulo is currently pursuing his PhD on cyber safety and resilience.

Mr. Shawn Goudge | Mr. Goudge initially joined IATA as the Regional Manager Aviation Security for Africa and the Middle East from the Canadian Department of Transport (Transport Canada) in January 2019. Mr. Goudge has close to 30 years’ experience in the in security, investigative and legal fields in both the public and private sectors. Since 2003 he has focused on transportation security and have specialized in aviation security since 2006. He has obtained substantial knowledge of International Civil Aviation Organization (ICAO) aviation security standards and recommended practices as outlined in Annex 17 and the ICAO Aviation Security Manual (Document 8973). Shawn is certified by ICAO as Aviation Security Professional Manager (AVSEC-PM) having completed the required training at Concordia University. During his time with the Transport Canada, he was dedicated to security (all areas); predominantly in the aviation and operations fields as a compliance, audit, project delivery, intelligence, regulation or policy expert. As such, Mr. Goudge has represented Canadian. interests at a wide variety of policy, regulatory and compliance events including ICAO, and other forums. In addition, he has deployed operationally to multiple locations around the world with significant experience in the Middle East Region. Shawn has operated in numerous locations globally – and has actively supported States, regulatory bodies, carriers, airports, airport authorities, cargo operators and various other aviation security related entities – via the provision of on-site aviation security audits, inspections, gap and vulnerability assessments, tests, evaluations, training, capacity development and other bespoke activities as tasked or requested.

Mr. Shayne Campbell | Mr. Shayne is currently the Safety Programme Manager for CANSO, where he oversees the strategic direction of CANSO’s safety programme, and manages the daily operations and activities of the Safety Standing Committee and its workgroups. He serves as the focal point on safety matters and coordinates with industry and regulatory organisations on behalf of CANSO. Shayne was previously with the FAA, where he spent over 20 years in the Air Traffic Organisation, the last 11 years focused on operational safety. Shayne holds a Bachelor of Science in Professional Aeronautics with a minor in Aviation Safety from Embry-Riddle Aeronautical University, and a Masters of Business Administration from the University of West Georgia. |
